🚭 Karnataka Introduces New Law to Curb Tobacco Use and Ban Hookah Bars
To protect public health and reduce tobacco addiction among young people, the Government of Karnataka has brought in a new law. This amendment is officially part of the Karnataka Prohibition of Smoking and Protection of Health of Non-Smokers Act. The updated law was published in the official state gazette on May 30, 2025.
This major step is aimed at discouraging tobacco use, especially among youth and students, by increasing the minimum legal age to purchase tobacco and banning harmful smoking environments such as hookah bars. The law introduces stricter penalties and greater accountability for tobacco sellers and establishments.
🔍 Key Changes Introduced by the Karnataka Government:
- Minimum Age Increased: Individuals below the age of 21 are no longer allowed to buy or consume tobacco products in Karnataka. This is a major shift from the earlier limit of 18 years.
- Ban on Single Cigarette Sales: Selling loose cigarettes (single sticks) is now completely banned. This measure discourages casual or impulsive smoking, especially among youth who can't afford full packs.
- 100-Meter School Zone Ban: All tobacco-related sales are prohibited within 100 meters of schools, colleges, and educational institutions to protect students from exposure.
- Total Ban on Hookah Bars: Hookah bars are now illegal in Karnataka. Operating or managing one can lead to strict punishment, including 1 to 3 years of jail time or a fine ranging from ₹50,000 to ₹1,00,000.
- Public Smoking and Spitting Fines: Individuals caught smoking or spitting tobacco in public places can now be fined ₹1,000.
These steps were taken after studies showed that tobacco addiction starts early and causes long-term harm to health, especially in teens and young adults. The state has decided to act decisively to reduce the number of future smokers and protect citizens from secondhand smoke.
The government hopes that this law will encourage a smoke-free, cleaner, and healthier Karnataka. Public awareness campaigns are also expected to follow to educate the public about the new changes.
🗣️ ಕನ್ನಡದಲ್ಲಿ ಸಂಪೂರ್ಣ ಮಾಹಿತಿ: ಆರೋಗ್ಯಕ್ಕಾಗಿ ಮಹತ್ತರ ಕಾನೂನು
ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯದ ರಕ್ಷಣೆಗಾಗಿ ಹಾಗೂ ಯುವಕರಲ್ಲಿ ತಂಬಾಕು ಬಳಕೆಯನ್ನು ತಡೆಯಲು ಪ್ರಮುಖ ತಿದ್ದುಪಡಿ ಕಾಯ್ದೆಯನ್ನು ಜಾರಿಗೆ ತಂದಿದೆ. ಈ ಕಾಯ್ದೆ 2025ರ ಮೇ 30ರಂದು ರಾಜ್ಯ ಸರ್ಕಾರದ ಅಧಿಕೃತ ಗಜೆಟ್‌ನಲ್ಲಿ ಪ್ರಕಟವಾಗಿದೆ. ಇದನ್ನು "ಧೂಮಪಾನವನ್ನು ತಡೆಯುವ ಮತ್ತು ಧೂಮಪಾನರಹಿತರ ಆರೋಗ್ಯ ರಕ್ಷಣೆ ಕಾಯ್ದೆ" ಎಂಬ ಹೆಸರಿನಲ್ಲಿ ತಿದ್ದುಪಡಿ ಮಾಡಲಾಗಿದೆ.
ಈ ಕಾಯ್ದೆ ಯುವಜನತೆಗೆ ತಂಬಾಕು ಲಭ್ಯತೆ ಕಡಿಮೆಮಾಡಲು, ಹಾನಿಕಾರಕ ಹೂಕ್ಕ ಬಾರ್‌ಗಳನ್ನು ನಿಷೇಧಿಸಲು, ಹಾಗೂ ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳಲ್ಲಿ ಆರೋಗ್ಯವಂತ ಪರಿಸರವನ್ನು ರಚಿಸಲು ಹಲವಾರು ಕ್ರಮಗಳನ್ನು ಒಳಗೊಂಡಿದೆ.
🔎 ತಿದ್ದುಪಡಿ ಕಾಯ್ದೆಯ ಪ್ರಮುಖ ಅಂಶಗಳು:
- ಕನಿಷ್ಠ ವಯಸ್ಸು 21 ವರ್ಷ: ಇನ್ನುಮುಂದೆ 21 ವರ್ಷಕ್ಕಿಂತ ಕಡಿಮೆ ವಯಸ್ಸಿನವರು ತಂಬಾಕು ಖರೀದಿಸುವಂತಿಲ್ಲ ಅಥವಾ ಬಳಸುವಂತಿಲ್ಲ ಎಂಬ ಕಾನೂನು ಜಾರಿ ಮಾಡಲಾಗಿದೆ.
- ಒಂಟಿ ಸಿಗರೇಟು ಮಾರಾಟ ನಿಷೇಧ: ತಂಬಾಕು ಉತ್ಪನ್ನಗಳ ಒಂಟಿ ಮಾರಾಟವನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಷೇಧಿಸಲಾಗಿದೆ.
- ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳ 100 ಮೀಟರ್ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತಡೆ: ಶಾಲೆ, ಕಾಲೇಜುಗಳಿಂದ 100 ಮೀಟರ್ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತಂಬಾಕು ಮಾರಾಟವನ್ನು ನಿಷೇಧಿಸಲಾಗಿದೆ.
- ಹೂಕಾ ಬಾರ್‌ಗಳಿಗೆ ಸಂಪೂರ್ಣ ನಿಷೇಧ: ಇನ್ನುಮುಂದೆ ಹೂಕಾ ಬಾರ್‌ಗಳನ್ನು ತೆರೆಯುವುದು ಕಾನೂನಾತ್ಮಕವಾಗಿ ನಿಷಿದ್ಧ. ಉಲ್ಲಂಘನೆ ಮಾಡಿದವರಿಗೆ ₹50,000 ರಿಂದ ₹1 ಲಕ್ಷ ದಂಡ ಅಥವಾ 1 ರಿಂದ 3 ವರ್ಷ ಜೈಲು ಶಿಕ್ಷೆ ವಿಧಿಸಲಾಗುವುದು.
- ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳಲ್ಲಿ ಧೂಮಪಾನ ಮತ್ತು ಉಗುಳಿಕೆ ನಿಷೇಧ: ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳಲ್ಲಿ ಧೂಮಪಾನ ಅಥವಾ ತಂಬಾಕು ಉಗುಳಿದರೆ ₹1,000 ದಂಡ ವಿಧಿಸಲಾಗುತ್ತದೆ.
ಈ ನಿಯಮಗಳು ಯುವಜನತೆ ತಂಬಾಕು ಬಳಕೆಗೆ ಲಗ್ಗೆಯಿಡುವುದನ್ನು ತಡೆಯುವುದು ಮತ್ತು ಆರೋಗ್ಯದ ಹಾನಿಯನ್ನು ತಡೆಯುವ ನಿಟ್ಟಿನಲ್ಲಿ ಪ್ರಮುಖ ಹೆಜ್ಜೆಯಾಗಿದೆ. ಈ ತಿದ್ದುಪಡಿ ನಿಯಮವನ್ನು ಸಮರ್ಥವಾಗಿ ಜಾರಿಗೆ ತರಲು ಸರ್ಕಾರವು ಸಜ್ಜಾಗಿದೆ.
ಇದು ಆರೋಗ್ಯವಂತ ಕರ್ನಾಟಕದ ನಿರ್ಮಾಣದತ್ತ ಪ್ರಮುಖ ಹೆಜ್ಜೆಯಾಗಿದೆ ಎಂದು ಆರೋಗ್ಯ ಇಲಾಖೆ ತಿಳಿಸಿದೆ. ಜನರಿಗೂ ಈ ಬಗ್ಗೆ ಸಮರ್ಪಕ ಜಾಗೃತಿ ಮೂಡಿಸಲಾಗುವುದು.
